Hard to Serve Schools 2008-2009
The number of schools identified as Hard to Serve has grown since last year. The primary reason for the increase is the change in the criteria for selection. The indicators for Hard to Serve schools have shifted from the previous five criteria used in the selection process to the percentage of students enrolled in free and reduced lunch programs. This would include all Provision II schools in which the entire population is enrolled in the program. Alternative schools and other overtly challenging programs are also included on the list by policy (see below). Schools will no longer be held on the list for three years as the new data supporting the selection is much more stable than in the past. Those schools that did not meet the free and reduced lunch criteria this year but did have time remaining on the list under the old three year rule will still be treated as a Hard to Serve school for one more year (2008-2009). After that, each school must qualify each year by either meeting the FRL percentage threshold or by being one of the schools or programs with a policy designation.
Bonus payments to ProComp employees serving in these Hard to Serve schools next year will receive that bonus in one lump sum on their June 30, 2009 check. Paying one-twelfth of the bonus each month was determined to be a growing administrative burden proportional to the increasing number of ProComp employees.
